Zachary Moen wants to use his prison time to become a better citizen and get away from the drug use and gang activity that led him down a path of crime.

Rock County Judge John Wood sentenced the 22-year-old Janesville man Tuesday to an additional two years of prison and five years of extended supervision, to run consecutively to the prison term he is currently serving from a separate case.

Wood found Moen guilty of fleeing police in a vehicle, obstructing an officer and three counts of second-degree recklessly endangering safety during his court trial in March.

He was accused of fleeing a town of Beloit police officer at high speeds in January of 2019, and Wood ruled Moen endangered the safety of the passengers in his own vehicle.

Assistant District Attorney Gerald Urbik noted Moen’s prior criminal history, which included a conviction of possession with intent to deliver THC with use of a dangerous weapon.

In that 2016 case, police said Moen shot and killed 16-year-old Savion Latimer who tried to rob him of marijuana during a drug deal in Beloit.

Defense attorney Michael Murphy believes Moen’s criminal activity stems from his marijuana use, which the lawyer said began at age 7.

Moen is currently serving a 5-year prison sentence after his probation from the 2016 incident was revoked last year because of the high-speed chase and arrest.
