The United Way is out with its latest ALICE report. ALICE stands for Asset Limited, Income Constrained, Employed. United Way Blackhawk Region President and CEO Mary Fanning-Penny says the 2020 report indicates the situation for Rock County households had improved since the 2018 report when 42% were struggling to afford the basic necessities of life. Fanning-Penny says the latest report shows 36% of households are having trouble making ends meet. Unfortunately she adds the latest report uses data from more than a year-ago, so the impact of the current health crisis in not included.
