A 49-year-old Beloit man is facing a 4th Operating While Intoxicated charge after being picked-up in Janesville.  Police say Tracy A. Butler was pulled-over at 2:21 a.m. Sunday for several moving violations.  Officers say Butler made an improper left turn at South Jackson ad Delevan Drive, then violated a traffic control signal at Delevan Drive and Beloit Avenue.  Police say standardized field sobriety testing confirmed Butler was impaired.
