
The Janesville City Council has early discussions on creation of a transportation utility to pay for street repairs.
Under several scenarios presented to the council (Thursday) a transportation utility would be funded 10% by a fixed charge and 90% by trip charges which are based on national averages.
Finance Director Max Gaggin said at a special meeting Thursday property owners would be charged a fee for every trip they take but it’s based on national averages, and nobody is actually keeping count.
During their meeting Thursday members of the City Council appeared to favor doing away with the wheel tax and continuing to fund some of the street rehabilitation program with debt in order to lessen the initial shock to a transportation utility.
