The Beloit City Council considers doing away with a unique ordinance that allow animals to run free – as long as they are on their owner’s property.

City Manager Lori Curtis Luther is in favor of an amendment which would require animals to be restrained while outside, whether it be by a leash, a tether, or a fence.

City Attorney Beth Krueger says Beloit’s current ordinance is not the norm among peer cities.

The ordinance amendment is in response to a complaint from a citizen who has had several issues with unleashed dogs that were technically on their own property.

The City Council held the first reading of the ordinance on Monday night before laying it over for a future meeting.
