
The developer of downtown apartments for people with disabilities that’s suing City of Janesville officials is speaking out.
Ben Bolton says City officials were aware during every step of the process that the six apartments at 15 North Jackson Street would be for people with mild cognitive disabilities.
Bolton says at the 11th hour city fire marshal Sue North raised concerns that the property at 15 North Jackson Street should be classified as a group home.
Bolphy, LLC and a John Doe plaintiff, are suing city Fire Marshal Sue North, City Manager Mark Freitag and Deputy City Manager Ryan McCue.
Bolton contends that the project should be treated like any other apartment building.
Bolton says the apartments already have a waiting list, but he can’t finish the renovation work as the City is currently preventing occupancy.
