A 29-year-old Janesville woman is accused of keeping her two children in deplorable conditions with heroin out in plain view.

According to a news release Janesville Police were dispatched to a residence on the 400 block of North Washington Street just after 4:00 Thursday afternoon to check on the welfare of two children.

Officers found two children unattended inside the home while Hailey Brown was sleeping so hard a squad car siren didn’t wake her.

Janesville Police say conditions inside the home were deplorable and there was marijuana, heroin, and drug paraphernalia out in plain view.

The two children were turned over to responsible family members.

Brown was arrested on suspicion of two counts of neglecting a child, possession of narcotics, possession of THC, two counts of bail jumping, and possession of drug paraphernalia.
