A leader in Rock County’s non-profit sector is arrested for second-offense operating while intoxicated after the Rock County Sheriff’s Office says she was seen driving around in a field in the town of La Prairie.

According to a report from the Sheriff’s Office, a witness called 911 to report that a dark-colored Dodge was driving around in a field in the area of South Read Road and ELT Townline Road just before 8:00 last Wednesday morning. The vehicle was seen leaving the area with a damaged bumper.

A Sheriff’s Deputy caught up with the vehicle at a local gas station and identified the driver as 48-year-old Cecilia Dever of Beloit.

The Sheriff’s Office says Dever admitted that she had been drinking and driving in the field. She was arrested for second-offense OWI and released to a responsible party.

Dever was the Executive Director of Community Action of Rock and Walworth Counties from 2015 to 2020. According to her LinkedIn, Dever went on to serve as Executive Director of Our House Senior Living in Janesville from February of 2022 to February of 2023.

According to the Rock-Walworth Comprehensive Family Services Inc website, Dever currently serves as Executive Director of Head Start and Early Head Start.
