Rock County begins the plan for reopening. County Health Officer Marie-Noel Sandoval Tuesday morning announced a data driven plan based on a number of frequently reviewable health based criteria would be used as benchmarks to reopen society in three phases. The benchmarks are based on infection rates, testing capabilities, and local health care’s ability to respond. Sandoval says the first benchmarks have been reached so the “Safer at Home” order will be rescinded at 8:00 a.m. Thursday, May 21. Phase one focuses on allowing public gatherings in business settings like restaurants, bars, athletic centers, day-care centers, salons, libraries, churches, and most others, at 25-percent of capacity as long as social distancing is maintained.  Private gatherings, including rummage sales, will also be allowed with fewer than ten-people. Phase two would bump up percentages to 50.  County leaders urge residents to continue to follow previous guidelines of social distancing, wearing masks, and disinfecting potentially exposed objects.  Details are posted on the health departments website.
