
Two Beloit residents are among the 30 granted pardons this week by Governor Tony Evers.
According to a news release, Dwight Swacina sold marijuana to an undercover police officer almost 40 years ago. Since then, Swacina has earned his bachelor’s degree and gives back to the community by helping neighbors who are facing challenges or difficulty. Swacina received robust support from the Beloit community.
David Stout was 17 when he broke into houses after the homeowners had left to take cash and belongings, and tried to escape police custody. Stout earned support from the circuit court and district attorney’s office as well as friends and family in Beloit.
A pardon is an official act of forgiveness that restores rights lost when someone is convicted of a felony, including the right to serve on a jury, hold public office, and hold certain professional licenses. A pardon does not expunge court records.
