Rock County is moving forward with plans to convert the former Pick ‘n Save grocery store on Janesville’s south side into its new human services complex.

The Janesville Plan Commission is holding a public hearing Monday night for the building’s conditional use permit.

Rock County Facilities Management Director Brent Sutherland said they plan to reconstruct the façade to make it look less like a grocery store and strip mall.

The complex will hold Rock County’s human services department, job center, aging and disabilities resource center, corporation council and private organizations including Averhealth, Genoa Healthcare, Professional Services Group and Justice Point.

In total, Sutherland estimated 490 employees will work out of the facility.

The south side of the property will feature a transfer point for the Beloit-Janesville Express transit line, and a portion of the parking lot along Center Avenue will be converted into a green space, which could be sold or developed in the future.

If approved by the city’s plan commission, the project will then work its way to the Rock County Board on June 25

The Janesville City Council will need to approve the rezoning of a portion of the property in July, but Sutherland said construction can start after county board approval next week.
